Downtown Icon Louis “Shoeshine” Cobb died today of an apparent heart attack.
He was an omnipresent fixture on downtown corners, shining shoes, and at LFUCG, where he always commented during the public comment section, typically asking them if they’d seen his movie yet (the 2006 documentary “Can’t Stop the Shine.”) He recently thanked one Council Member at worksession for basically paying him to agree NOT to offer to shine his shoes for the next year.
Council Member Diane Lawless commented this evening on his passing: “He spoke from his heart, even when it was anti-gay. God love him. I hope he’s shining in heaven right now.”
Council Member Doug Martin responded to the news, “I am saddened by his death. Few citizens have taken the time to share their thoughts with the Council as did Mr. Cobb. Once in a while, he would say something really really profound. We need more Shoeshines.”
What follows is a re-print from a June 24, 2009 LFUCG worksession, representative of the mixed feelings he engendered, along with Reader Comments.
It was a big news day, and it appeared to be winding down when Louis â€œShoeshineâ€ Cobb stepped to the microphone for his usual â€œclosing commentsâ€ during the public comment section.
Regulars in LFUCG Chambers (or anyone whoâ€™s been downtown) are familiar with Cobb and his trademark dreds, his improbable t-shirts, and his rapid-fire shoeshine sales spiel (typically accompanied by unsolicited sermons) that you may encounter anywhere from the Kentucky Theatre to Cheapside, even if youâ€™re wearing sandals and obviously in no need of his services. Heâ€™s a Lexington fixture, somewhat in the same way that â€œJames Brownâ€ and â€œumbrella guyâ€ are fixtures. In 2006, he was the subject of the documentary, Canâ€™t Stop the Shine. He began his comments yesterday by asking Mayor Newberry and the Council, â€œhave you seen my movie?â€ (He asks them that a lot.)
At Council, it is evident within the horseshoe that heâ€™s a barely tolerated nuisance, who wraps up most worksessions with the usual three-minute diatribe in the â€œpublic commentsâ€ section. Itâ€™s rarely related to the dayâ€™s agenda or the work on the docket. Sometimes he lectures Council Members that theyâ€™re all racists and Lexington is a racist community. Sometimes he preaches a few non-sequiturs about peace and love and goes on his way. Sometimes he tells everyone present theyâ€™re going to hell. He almost invariably opens with a variation on a â€œglory to Godâ€ comment.
Yesterday, he seemed interested in Lexingtonâ€™s place on the world stage for the upcoming World Equestrian Games. And while he reiterated his intent to ‘shine,’ he added that visitors to Lexington would encounter a city of ‘utter homosexuality and faggotry.’ He added that God and/or the crowds (it wasnâ€™t clear which) wouldnâ€™t tolerate â€œmen holding hands on the streets in front of kids across from a fountainâ€¦â€ threatening, â€œthereâ€™s a day weâ€™re gonna have to answer for this.â€ And then he called everyone a racist and left.
It happened fast. And he talks fast. Everyone reacted after the fact, because there wasnâ€™t time while he was speaking.
CM Diane Lawless spoke up as soon as there was an opportunity. She made it clear that homophobic hate speech should not be tolerated, and asked for procedural remedy. (Her comments didnâ€™t advocate censorship, or step on the first amendment.)
The Mayor and several Council Members responded that they found Cobbâ€™s comments equally offensiveâ€”and cited other examplesâ€”but werenâ€™t sure what (if any) restrictions would be constitutionally, legally appropriate.
Council Member Ed Lane made a motion to ban Mr. Cobb from speaking. Motion died for lack of second. In later comments, CM Doug Martin said he had failed to second the motion because he didnâ€™t want to take away an individualâ€™s free speech based on what he might say. CM Martin said today on Twitter: â€œMy point was Council shouldnâ€™t permanently ban someone (never say never), but there has to be consequences for hate speech.â€
CM Crosbie asked for legal clarification. Staff members reminded Council that public comment is not mandated, or constitutionally required, and it wasnâ€™t always an option at LFUCG. The Council voted to offer public comment. Most of the debate, to date, has centered around whether it should be a 3-minute or 5-minute limit. (Public Comment was added to the Thursday docket at the beginning of the Tuesday worksession, long before Cobb took his usual place at the microphone.)
Council Member Gorton pointed out that citizens already have ample access to their Council Members via email, phone, and (in one instance) showing up at her door at 7 in the morning. CM Crosbie and CM James both stressed the importance of maintaining the accessibility inherent in the Public Comment section, live and in person.
CM Beard asked Logan if the ACLU would be â€œsaddling up their horses ready to come down to see what weâ€™re gonna doâ€ addingâ€¦â€œNot that I fear the ACLU.â€ He echoed CM Laneâ€™s sentiments that they were fed up with Mr. Cobb and ready to send him a clear message. (Beard suggested perhaps they could all do a 180 in their chairs when he begins to speak. But he didnâ€™t make a motion.)
CM Stinnett clarified thru Roberts Rules, that the Chair (the Mayor) is well within his rights to interrupt any speaker who is out of order. Under Council Rules and Procedures, for example, the speaking policy states that, â€œEvery council member shall not use unbecoming or abusive language.â€ Council Members are also instructed to refrain from personal attacks, and to confine their comments to the issues on the agenda.
Vice Mayor Jim Gray thanked Council Member Lawless for her comments, and said that he regretted not speaking up in the past, when there had been attacks far more vitriolic than yesterday on the gay community. CM Jay McChord added that he too shouldâ€™ve spoken up on those occasions.
CM Lawless reiterated that this wasnâ€™t personal, that this wasnâ€™t about a philosophical or religious difference of opinionâ€”the Council sits through those every day. She was seeking procedural remedy.
As usual, Twitter and Facebook both picked up on the discussionâ€”mostly asking for more context.
One commenter said, â€œIâ€™ve known Shoeshine for years. Heâ€™s part of the Downtown flava, so is Rupp, Victorian Square, AceWeekly, you, me. Thatâ€™s why we’re here.â€ It was pointed out that no one advocated locking Mr. Cobb upâ€”but that using hate-speak in Council couldnâ€™t be tolerated. JTShelton asked, â€œdidnâ€™t he spend his time a couple weeks ago talking about accepting people who are different from us?â€
He, in turn, was different from most—controversial to many, threatening to some, but an entrenched part of Lexington’s revolving landscape of characters.

Like many of us, I know Mr. Cobb from many polite and interesting encounters downtown. I did see the interaction referred to on GTV. In addition to lots of talk by council about hate speech, etc. (some of it was quite pompous I felt considering the circumstances) we need to explore ways to create a variety of very accessible mental health services for all our citizens – a number of which (mental health services) were at one time available to us but have since been eliminated.
